NOTELY DEVELOPMENT

Hi Neighbors,

After a disappointing presentation from the Notley Rd Townhouses developer on 7/15, the consensus from the 150+ attendees was to hire Attorney Michele Rosenfeld.

Michele’s website: https://www.marylandpropertylaw.com/

Michele was the Attorney for the MoCo Planning Board 1987-2006.

We are fundraising to have Michele complete Phase 1:

  • Review the extensive Developer Application for red flags/disqualifications.

  • Engage an engineer to review of the storm water mgmt. plan for deficiencies.

  • Guide the community through her thoughts & offer counsel as to what she suggests for next steps.

Cost: Michele’s time: $2500, Engineer study $1500.

FIRST GOAL: $4,000 by Friday 7/25 (or sooner - I’ll update by email once we meet goal)

  • Extra money will be saved for Phase 2 if we decide to hire for planning board meetings or for other expenses (e.g. purchasing t-shirts, yard signs, etc.)

MORE DETAILS WILL FOLLOW FOR YOU ABOUT THE PROPOSED DEVELOPMENT IN A LONGER EMAIL

For basic background:

The Greater Colesville Citizens Association (GCCA) has learned that developers are applying for a zoning change to land in the area of Notley Road and New Hampshire Avenue. A change that would allow them to build 150 townhouses on eight acres of land where now there are a handful of houses and open land.

On July 15, the GCCA Board and 150 additional Colesville residents asked the developer, Ryan Stuart to meet and address these important concerns about their proposed development. Their answers were disappointing to say the least.

The developer’s proposal has lots of documents which are going to be reviewed by attorney Michele Rosenfeld hired by GCCA.  So, you do not need to review these documents. But everyone is welcome to review them.

You can find the documents here at the Development Activity Information Center (DAIC): https://eplans.montgomeryplanning.org/daiclinks/pdoxlinks.aspx?apno=H159&projname=Notley%20Road

For starters, here are 3 documents from that DAIC website:

In the future, emails will come from notley.townhouses@gmail.com. I, Kyle Smiddie, will run this email. For those who don’t know me, my backyard will look directly across Notley Rd and into these proposed townhouses.
